Article 16-(3). Any owner or holder of an airworthiness certificate which comes wider one of the following items shall, without delay, return the certificate to the person who issued it. In this case documents describing the reason of return shall be accompanied therewith:
(1)Expired airworthiness certificate;
(2)Former airworthiness in case where one was reissued prior to the expiration there of;
(3)Airworthiness certificate of aircraft whose registration has been cancelled.

Article 16-(4). Qualification and experience required under the provisions of Article 10-(2) paragraph 1 of the Law shall be as follows:
(1)Qualification
a)Any applicant shall be no younger than 23 years of age by the date of application for recognition under the provisions of Article 10-(2) paragraph 1 of the Law;
b)Any applicant shall have an airman certificate (only restricted to airframe or piston engine propeller or a powered glider), relating to the rating of an aircraft factory mechanic, first class aircraft mechanic, second class aircraft mechanic or third class aircraft mechanic, or shall have ability recognised to be equivalent to or beyond such level.
(2)Experience
Any applicant shall have two years or more of experience in the production, alteration, repair or inspection of gliders.

 

Article 16-(5). Any glider under the provisions of Article 10-(2) paragraph 1 of the Law shall be defined as a soarer class glider and secondary class glider and a powered glider.

 

Article 16-(6). The following person shall not be able to apply for recognition under the provisions of Article 10-(2) paragraph 1 of the Law.
(1)Any person who does not have Japanese nationality;
(2)Any person who has had his qualifications cancelled in accordance with the provisions of Article 16-(15) within less than two years from the time of application.
(3)Any person who has been sentenced, with a penalty more severe than incarceration, and the execution of the said sentence has terminated or suspended within less than two years from the time of application.
(4)Any person determined to be incompetent or quasi-incompetent.
